Dude, if a lower court stays the EO it effectively makes that EO not enforceable..Obama had a lower court rule in his favor, that is why the DACA EO was enforced..Trump can't mandate a voter ID law in an EO..I know the situation is terrible but that's not the solution to the problem.. This will be fought in the courts, I am certain that Trump's team is already prepping legal cases in multiple districts to counter the mail in bullshit..
