Here's what they'll say. There was an "anomaly " in the batch so it had to be re-run. The procedure would be to pull the "bad" ballot out, place it on top of the batch, clear, and re-run. Does it appear that is what she does? Too small for me to tell. If she isn't, then thay are dumping in extra ballots.
Is she inadvertently showing us their operation for "fixing" ballots? The rejection rate was .02% and this could be one of the reasons why.
