Same shit in Hawaii. DMV is packed with people who can't speak a word of english and have absolutely zero documentation = instant ID. If you happen to be white you need a birth certificate, social security card, sample of blood etc. They wouldn't give me a state id when I was sixteen because my father didn't have a divorce decree, however, the guy who could only speak Filipino was placed in the express lane.
