A person may donate to several local politicians campaigns through ActBlue, that money is collected in ActBlue’s account, who can then reallocate the money to a single national candidate, like HRC for president. Thus three legal donations for let’s say $2k each get transformed into one illegal donation of $6k for a different campaign, all without the original donors knowledge.
