It's not Hunter. That picture has been floating around for a while now. The girl "curled into his waist" isn't underage either, it just looks like it from the perspective. There was another photo of the same girl posted by GNews and she looks to be well into her 20s.
I'm sure there are photos of Hunter with underage girls still yet to be released, but these are not them.

Telegram is definitely better than Skype, but it really isn't that great of an option for secure communications.
a) requires a phone number, you need a burner phone to be truly anonymous
b) all data is stored on Telegram's servers
c) does not support end-to-end encryption on group chats

Matrix is better for this. It has basic voice support but mainly focuses on text chat. The Element client for matrix is quite nice.
