In the country, people I know go "round the long way" if there's an unfamiliar car that's been behind them for a bit and getting near home. Unspoken rule is not to actually pull until your drive until there is nobody like that behind. A detour for a couple miles going in a long circle will either lose a coincidental follower or prove it's worth suspecting a bad actor. In the latter case you head towards civilization while calling for help/backup.

What they do is take losers, jealous of winners, and either drag the winners down to the losers' level via regulatory capture or prop up the losers.

Put more simply, they make losers into winners via bribery aka lobbying and less savory backroom dealings.

Not the current regime, no. Point is that employment already has a solid way to verify this which the employer is actually liable for if fraudulent.

Start to enforce and the employers will volunteer then rather than be caught with punitive punishment.
