From a system administrator perspective, these are not 'glitches' by any stretch of the imagination.

It has been identified that these tabulation machines are connected to the internet. In order to be connected to the internet, they need a network controller card for an IP address to be generated.

if the device has an IP address, then it has an administrative access function to both configure the IP address on the device as well as access the the device remotely and provide access to a suite of override features with regards to the inbound tabulation. That's how they're 'fixing' those 'glitches.' Somebody went in and changed the results. And when it was spotted, somebody else went 'oops' and changed those back.

There should be a log of those changes on the device.

I'm willing to put money on somebody with administrative access manually accessing the tabulation device and manually changing the inbound tabulated results. That is the ONLY way to see this consistent set of 'glitches.'
