Totally anecdotal, but something to consider: Hillary wasn't really drawing crowds in 2016 either, from what I remember. I do remember they did some sort of free concert in Philly that drew a pretty big crowd closer the election but most of her rallies were almost as low energy as Biden's. There's not enough antifa/blm to do that. They would be concentrated in cities, that are already going to be heavily D. They wouldn't be able to have strength in numbers at all of the polling places outside the cities. They are a small, but extremely vocal minority.

I think the cops youre referring to are generally at the mercy of the DA (in charge of the prosecution when someone is arrested) and/or the local mayor, who pulls the strings of the local police chief, to stand down in the BLM/Antifa scenarios you're describing. Theyre in a tough spot.
