The reality is that the institute at NIH that Fauci heads awarded a grant to an organization in the US who was partnered with a few international sites, one of which is the Virology Institute in Wuhan. The cumulative award over 5 years was around that 3.7M number, and the amount going to Wuhan was around 1M.
