I haven't read over the EO myself, but the talk of faked "foreign" printed ballots have been brought up on a few occasions. If those extra, alleged ballots were in fact sourced from an outside source, it could easily apply. My guess that this includes anyone distributing these ballots would be labelled a foreign actor.
