Just an aside: Kemp said Trump shouldn't have encouraged people not to vote by mail. He didn't. He said vote by mail and then go to the polling place to make sure your vote counted. Kemp said 20,000 people who voted R in 2016 failed to vote this time.
I think it doesn't matter. I think the fake votes for Joe would have just kept rolling in until they surpassed Trump no matter how many Rs voted. Republicans could have had a 100 percent turnout, I think Joe's fake votes would have kept coming.
