Although I didn’t actually listen to his words, it seemed he subconsciously didn’t want to wear a mask and was outwardly fighting to enforce something he himself struggles with. I have no sympathy for corruption or the corrupted. Paying to maintain their existence in any fashion is no option. It must be ripped out from the root and burned. The softer the punishment, the softer the individual can be to choose the wrong path.
Eugenics is a broad term which generally means selective breeding. Part of that can absolutely mean not breeding certain genes all together. In this example, they are targeting individuals from both African and South/Central American descent as to remove those genes from the pool.

Way more often than not, I see people reference the Nazis in a political sense completely wrong - mixing up history with propaganda. I’d say it’s intentional but that’s almost irrelevant.
