Watch the focus start on the combat arms MOS's and then slide through all the non-combat support fields as passed-over-for-promotion soldiers, sailors, airmen, and marines start claiming "muh racism" as the reason their military careers stalled.
When you see the promotion points in the Army combat arms fields such as 11B, 19K, 19D, etc. shoot up to 900+ (out of 1000) then you'll know the purge has started.

This what Bill Clinton did in the 90s. I was there and saw lots of damn good tank commander NCOs given the boot because they couldn't get 999 promotion points to get promoted to avoid the TIR/TIS axe.
When we went into the Balkans we had almost no combat-experienced NCOs left anymore.
Those of us that already had multiple deployments under our belt were cross-lateraled or given temp promotions just to be able to run missions as NCOICs, but the promotions never stuck because of the promotion points being too damn high to ever attain.
