This is not proof of anything. The CORRECT procedure when there is a jam is to remove the scanned ballots, put the top most scanned ballot to the bottom, put them back in the IN tray, reset the count and scan them again. That's exactly what appears to have happened in the video.

One reasonable explanation is that this is the first election with mail-in voting. There need not be fraud either, it could have just changed the way people vote - made it easier for people not normally inclined to show up on voting day, constant reminders to vote early and over a longer period of time, etc.
