This is exactly the kind of foreign interference assessment called for in Trump's 2018 EO. Interesting that it was gathered by a person acting in her private capacity on behalf of the American people. I hope it's a precursor to an official announcement not just of asset-seizure but arrests for treason. We've actually been in a state of national emergency. since it was declared in the EO. The 2018 Foreign Election Interference EO doesn't mention any public report, let alone a January deadline. The language sets maximum limits on the time required to assess FEI and report it to the WH and other agencies. There is no set date as to when action would be taken.
"NOT LATER THAN 45 DAYS after the conclusion of a United States election, the Director of National Intelligence...shall conduct an assessment of any information indicating that a foreign government, or any person acting as an agent of or on behalf of a foreign government, has acted with the intent or purpose of interfering in that election.
WITHIN 45 DAYS of receiving the assessment and information described in section 1(a) of this order, the Attorney General and the Secretary of Homeland Security...shall deliver to the President, the Secretary of State, the Secretary of the Treasury, and the Secretary of Defense a report evaluating...
(i) the extent to which any foreign interference that targeted election infrastructure,,,
According to the wording, the DNI assessment could have been made as soon as immediately after the election. The information could have been received by the WH etc. within days or a week or two after the election. At any point thereafter, asset-seizure and other sanctions could be imposed--as I read it. We don't know how far along they are in the process. We could know any day now, ASSUMING appropriate action IS being taken (there's always the slow-walk problem with the Deep State, for one thing).
Asset-seizure would surely include, e.g., Dominion voting machines, to be used as evidence of foreign election interference, And any US citizen found to be aiding and abetting this interference would be liable to more than losing assets, since they would have committed treason.
As far as a "public report" is concerned, I presume the asset-seizure and other actions (IF they occur) would be accompanied by a public declaration of a national emergency, along with details of the actions taken. etc. In fact, we've been in an ongoing state of emergency since the EO declared it on September 12, 2018:
"I hereby declare a national emergency to deal with this threat."
I'm not a lawyer, this is just how I read it.
