Trust me - I've seen/been part of big events in the past. It's 100% normal for the prep work for the events to start in the wee hours of the morning. I remember working the Special Olympics with my Guard unit back in the early 90s. There were broadcast staff coming in around 2am to start prepping everything for the main event.
I believe that group of people moving in at the beginning is the broadcasting crew - video, sound, and lighting - for the main event tomorrow. They are entering early to get screened, then prepare.
