Meanwhile, I'm taxed up to my fuckin eyeballs, and I don't see I never saw a red cent of stimulus in 2001, 2008, and then 2020 when an unprecedented pandemic sidelined ALL Americans... but only low-earning blacks & minorities received the most benefits.
And to your point about Pennsylvania, Wisconsin & Michigan... Black turnout will not decide those states... like I said before, black turnout could have an impact in Illinois, New York, Virginia...you get it.

1.6M votes would make a difference, if they were all localized in a city like Chicago... but, you've got to spread that 1.6M votes across the nation. It's so diluted, that it's pointless. And not only that, any black who might change their vote to Trump probably already lives in a red district, so not likely to change the outcome of the vote at all!
16.4 million votes is pathetically low; and it's a fool's errand to think that throwing more money at them will make them change their voting habits. Like others have said, they get grants, scholarships, housing assistance, preferential treatment from all Corps who can purchase from "Minority or women owned business only"...None of that has ever mattered. And personally, i've never treated a black person with any disrespect or discrimination in my life... but remember, i'm white, so i'm a racist and need Diversity & Inclusion training at my job. It's all bullshit, stop pretending to be righteous, it'll just wear you out.
Whites voted in a black president twice, and then voted in Trump. That's just the last three elections, and the malleability of the White vote couldn't be more clear.
If you want to win an election, it's a numbers game. We could win all of the black vote, and it amounts to a shockingly low amount of actual votes cast. Pander to whites, and you have the potential to win in a landslide! Whites do vote based on information, and they have proven time and again to change their vote (unlike monolithic black voting that goes democrat at 90% every fucking time, despite getting nothing from democrats! Dummies!)

Blacks don't vote. The few that do, have voted 90% democrat, for the last 4 decades. If we won all of the potential black votes, it really doesn't matter, because of how few there are.
If Trump wanted to pander, he should pander to the only race of people whose voting pattern is proven to be malleable. Give poor whites $500 Billion, and make a spectacle of the economic plan to help them! He could actually sway them to vote for him and their number would make a difference.
But you'll never see that. Nope! If pandering or favoritism happens, it is forbidden to be in favor of Whites!

Totally random, but had to share this thought... Imagine being a farmer back in the 1770's. In a time of revolution, you join your local militia. When caught, you are asked for your final words...and before a crowd of maybe 25 people you exclaim, "I regret that I have but one life to give for my country.". ...and then 250 years later, kids on the internet honor your memory by using your final words. There's actually no rule on what qualifications a person must have to sit on the Supreme Court. If you look back at history, very many justices didn't even have a Law degree.
I think what we need on the court, is an intelligent person that shares our culture & belief systems. Let it be a civilian who would apply the constitution in good faith. Anyone who has years of experience might be jaded on a few issues, and more likely to have "baked in" immovable positions that you don't agree with.
