Ok according to this they still have $549 billion in debt. Spending is $641 billion and revenue is $597 billion. The only way to even get close to the $20 billion surplus is to 1) ignore the state's massive massive massive debt and 2) go back to revenue and spending they had in the greatest economy of all time under Trump.
