I wouldn't have recommended Baton Rouge and I have zero idea about the other two. That said if you're going to keep painting with a broad brush enjoy Stockton and Fresno, because the entire rest of your state must be just like those two places, right?
Sometimes that energy can be useful and good. It's time for a fresh start and maybe changing habits or even a clean slate somewhere that you think might favor what you think you're looking for. You're still young and you can always come back to California if you miss it.
I'm not in the Carolinas, but I was going to suggest North Carolina. Wilmington is a really cool city and they've got good winds along the outer banks which I imagine translates to good surfing much of the time.
I've been meaning to explore more out there and was thinking about a road trip. Conway, SC, is a college town a bit inland from North Myrtle Beach and it might be a cool spot for a young person like yourself to meet someone, but close enough to the water. There's a ton of really cool spots out there and smaller cities can be really friendly and welcoming.

You need to be able to pass along wisdom to your children and the more time you've spent on this earth the more you have to share with them. Also most importantly it's about success in the relationship. Knowing yourself well enough to choose a good mate and having the finances to reduce strain in that relationship with the mother of your children will only make the relationship more successful. Having kids with the wrong woman can be the biggest mistake a man can make and if you don't believe me go see the moms forcing their children on sex change hormones and ignoring the father's wishes.
Relax, bud. There's a ton to be excited for and as much as CA sucks move out to the southeast where people are friendlier and there is more freedom. These lockdowns have made life isolating and find some place where you'd like to be a part of a community. You're in great shape if you own land out in California. Sell if and buy something much better, cheaper out east. It's just tricky when it comes to work, but there are always options.

Work on my career, develop savings, learn new things, and explore the world. I've actively within the past couple months decided to make having a family a priority of mine, but before then I was in zero rush as a man there's no clock on us.
There are plenty of lovely women in their 30s that want a child, but the men that also want kids can easily find younger women. There's a lot of men in their 40s who want kids and I wish it was easier for people to meet. Life is increasingly isolating and people are having harder times finding one another.
Trump wanted them higher, but got upset at how high they went up and then when Corona hit he wanted them slashed. They were at next to nothing during Obama who had only two rate hikes and one was after the election on his way out the door.
