Iowa's Democrat Attorney General Tom Miller is the bad guy here, not Reynolds. She would be 100% in favor of backing Texas on this.

Iowa pede here. Kim Reynolds is not the sharpest knife in the drawer, but she is a loyal Trump supporter. I don't know exactly what her net worth is, but it is not even close to $300M. I suspect her net worth may even be less than average for a politician of her age and position.

She does deal with China, and that is bad, but Iowa sells 15% of its products to China, pocketing $15B/year. That is not good, but to try to stop the flow of $7.5B annually into a state with a population of only about 3 million people would be political suicide. Pro-Trump farmers would be the first in line to tar and feather her and run her out of town. It is not good, but it is not a problem of her making or under her control.

The reason Iowa has not joined the fight is because the person in charge of making that decision, Iowa's Attorney General, is a Democrat with a lot of political power. He actually tried to join the suit AGAINST Texas but Reynolds, unlike most governors, actually has negotiated for veto power over the AG's decision to join such suits and has vetoed his decision to fight against Texas.

I do not know what more she can do.
