1. saying "I pray thee" is the rich man begging Abraham to do something for him. It isn't saying you should pray to Abraham.

2. Saul asking Samuel what to do isn't praying to him. Samuel was literary standing there and Saul wasn't getting the answer that he wanted from God, so he asked Samuel.

3. Moses and Samuel interceding for the people to God does not mean you should pray to them. It means Moses and Samuel can see what is happening here. And we can see from that verse Moses and Samuel had no effect on God's decision.

4. This is a matter punctuation. The verse says: " But Peter put them all forth, and kneeled down, and prayed; and turning him to the body said, Tabitha, arise. And she opened her eyes: and when she saw Peter, she sat up."

You notice he did these things one after another. He put them forth, kneeled down, prayed and then he turned and said arise. Peter didn't pray to Tabitha, he prayed to God.
