This is a matter punctuation. The verse says: " But Peter put them all forth, and kneeled down, and prayed; and turning him to the body said, Tabitha, arise. And she opened her eyes: and when she saw Peter, she sat up."
You notice he did these things one after another. He put them forth, kneeled down, prayed and then he turned and said arise. Peter didn't pray to Tabitha, he prayed to God.
I certainly hope and pray that you open your eyes. You don't need a pope in between you and God. Jesus is our advocate with God. If you need to petition something to God do it in the name of Jesus, not by any other name.
