I remember that story. There was a small company based in Utah that had a superior offer on the table (ie. both in terms of pricing and the sensitivity/specificity/LoD of the tests offered) that went unanswered. They commented on the story that they were confident in their proposal and were befuddled by the Governor's initial interest turning into a 'ghosting' of the company with no explanation for the change of course.
