It is complicated and precincts begin with a certain ratio and then switch to a different ratio. Half his presentation must describe this for it to be a valid analysis. In math, you half to be able to prove and replicate the results. That's what he has done and from this video alone, anyone else would be able to do the same.

The fact that multiple precincts have the same ratios applied to votes is the short answer to convince lawmakers/judges. It's impossible for that to happen. That's easy to show.
