This isn't a problem. The person may not be in the state during election day for certain reasons like college, or military. An absentee/mail-in ballot allows these people to vote in their home state in which they are a resident of.

It's because FL starts counting mail in ballots several weeks before election day. They count them as they arrive. My mail-in ballot vote was already counted a week before the election.
