Correct. In game theory, these people are referred to as 'hawks'. They will indeed keep eliminating the 'doves' (peaceful people that don't fight back), until they are eliminated. When there are only hawks left, they realise they can no longer get a one-up on each other, so they become peaceful (until around half the population become doves--then the hawks attack again).
