What he could've done is leave Floyd in the back of the police car. It would've certainly looked better, but I'm assuming he decided against this because Floyd showed clear signs of being unstable. Maybe keeping Floyd on the ground was a better idea since this allowed the officers to control him and to avoid Floyd doing something stupid like harming himself. But it was certainly awful for optics.
