In Person Voters: 83,235
Absentee Voters: 174,384
Total Voters: 257,619
Turnout: 51%
Doesn't look like a smoking gun except that lumping all absentee votes into one pile makes it impossible to see if individual precincts overvoted.

This is all described here in this article, even how some counties don't notify voters because they feel it violates the law, but some do. This is an obvious violation of US Constitution Article 14 equality:
