Some of the pictures of water damage looked pretty bad, and the deaths from CO poisoning or trying hazardous methods of heating. We have more resources and experience to deal with this in the north, but I've never seen anything beyond pipes freezing. Ceilings falling down etc would be next level for us too.
I didn't see anyone wearing masks while shoveling. Nobody said anything to me, and I was outside for several hours. I'm in a mask 'mandate' state where it's rare to see anyone without a mask at the store. Winter storm >> mask importance. And, no, the flimsy masks wouldn't do shit in the cold besides make it harder to breathe.
The city provides bus transport to private schools. You'd think that they would use the short buses or vans if the occupancy is so low. (Yes, I know all about the short bus jokes, but the least that they could do is attempt to save some fuel.)
Suburbs aren't bad, but finding affordable housing is difficult. I've seen a few panhandlers, but they weren't too aggressive. I'm careful about where I go at night, though. There were a couple of times that I was nervous about a guy following me, but one seemed drunk and another backed off and started loudly signing religious hymns.
Our vaccine response is so poor that it will take 1 year+ for me to be eligible and vaccine available to my group at the current rate. My local area is currently in the process of switching from Moderna to Pfizer vaccine. Even if you buy into the vaccine hype and aren't concerned over the reported post vaccination deaths, I'd rather wait to get a later generation vaccine and for more safety data to be available.
For electricity, it depends on your area. I could choose a provider in PA, but my bills still come from PECO. The fixed rate prices per kWh were within pennies, and my usual bill is $20-25 (not including heat, obviously higher with AC).
Landlords would just evict on a lease violation or not renew the lease. They could find something, especially if they are an experienced corporate landlord. I imagine that this legislation hurts the small landlords the most, since they may be less savvy/have less experience with evictions and more vulnerable to income loss.

I'm more addicted to the diet sodas. Try unsweetened flavored sparkling water, like Polar brand or whatever is available in your area. It's usually sold in 1 L bottles or 12 oz cans. It will take a little bit to get used to, especially if you drink flavored corn syrup, but is better if you are worried about diabetes.
