The average lethal dose is low, but another TD user posted a study on overdose thresholds and that study said some people overdose well in excess of 20 ng/ml depending on tolerance. Keep in mind Floyd was 6'4" and probably had a high tolerance.
Coroner report shows he died of a heart attack. He was high on a cocktail of drugs and his heart gave out in a struggle against police. Him dying from being a drug fiend and fighting police doesn't make him saying "I can't breathe" before even being on the ground any less of an act.
The coroner's report showed no damage to Floyd's neck or airway and showed a dose of fentanyl that was between 4 and 6 times the lethal dose alongside a major heart condition. He didn't get beat down "harder" or really at all.
I'd encourage you to watch the full arrest video if you haven't. Floyd eats a baggie of fentanyl right when the cop confronts him and he starts saying "I can't breathe" as soon as they move to put him in the cop car. Floyd OD'd 30 minutes after arriving at the hospital plain and simple.
