I think each state has its own laws so the answer is ‘it depends’? I was just revisiting the legal ruling on what the dims did to get rid of DeLay in TX in the 2000’s and it had to do with the redustribution of campaign money he received from out of state corporations and then used for local (state) campaigns. In the end there was no proof of criminal intent so his appeal was successful. So, its at least legal in TX which makes me think its likely legal elsewhere
