What happens if there is a Vote of States, and a State is tied with a number of (R) voting to REJECT and an equal number of (D) voting to CERTIFY?
How is the tie for that State broken? Or is it just counted as a tie for that particular State?
For example, PA has 18 Congressional Districts. 9 seats held by (R) and 9 seats held by (D).
