Maybe. The 4473 form is how they actually know. That's why you should do 1 of the following for at least some of your guns: 1.) Build your own reciever (80% AR lowers or 80% Glock frames) 2.) Buy a gun in a private sale with no exchange of information. 3.) Fill out a 4473 at a gun shop that destroys the 4473's after 10 years (minimum amount of time they are obligated to keep the records)... if they close down before 10 years, though, then all of thise 4473's get sent to the ATF.
