Supposedly 1900 is the placeholder value. If you can find dead voters that are 1901 and later, those would be a much more compelling case.
1/1/1900 are the worst examples because it is supposedly the default birthdate number (and, yes, it's a REAL plausible answer)
Any other dates are a much better indicator.
