If Trump doesn't concede all they will do is muddy the waters and keep on cooking up votes which makes Biden's votes even more fantastical than they already are. Well he got Chad Wolf as new head of DHS not too long ago and he appears to be a patriot. He find a few more to implement the plan. The DHS makes/distributes the official ballot paper and implement the safety measures in the sheets then let states print their own ballots through the companies they choose. The liberals are cocky enough to think they're in control but the control was on the paper used not on the ballots printed. So any additional ballots printed come from a secondary paper which would be dismissible. The only people who need to be in the know are the people finalizing the paper production and maybe a handful who know of the plan to implement it. Distributors, states, etc would be in the dark. Hell the guy curating the paper doesn't even have to know exactly what he has to do to every sheet that is if it isn't just a mechanized process which means even less people would need to know.
So if it's a mechanized process you could have as little as a handful of people knowing that it's happening. I mean it doesnt even have to be at the paper production facility you can simply run the paper through a machine in a secondary location and implement the safety measures there and the guy whole job is feed the machine paper and have a different guy collect the paper on the other end with neither knowing exactly what the machine does.
It's completely feasible to do something like this and keeping the lid on it. Pay the people well and throw in an NDA and the people running and collecting papers off a machine will not ask any questions. That is if you didn't already hire legally mentally retarded people for the job to insure compliance.
The mentally retarded can be very useful for these sensitive types of jobs usually they're the ones hired to burn and destroy sensitive papers for this very reason. They understand enough to be very compliant and safe and can work with minimal info and won't question running a white piece of paper through a machine and get a white piece of paper at the end of the machine.
