I lived in a state that wanted to prevent "large corporations" from avoiding wage/benefit costs by hiring "contractors" instead of full-time employees. The legislature passed and the Gov. signed a law to prevent exactly that. Well, not "exactly," there were other consequences.
The state outlawed paper boys.

You put tires on the car and many miles later you do it again because the tread is gone. Where did the tread go? The answer was "powder." Tires are worn down and ground into a fine powder. As there are more and more cars on the road, there is more and more vulcanized rubber powder in the environment. All the rubber powder is affecting people mentally and physically.
