I think it has something to do with the fact that in the counties that weren't in on the fraud directly, aka "Trump Counties", those machines were not hooked up to the internet. That would mean they needed an imbedded "feature" to switch votes while isolated while in fulton co they could push updates from the dominion server directly since the machine was hooked up to the internet. The second one would require the machine to be in a center that was "in" on the steal and knew what was going down. So they needed both for outcome and consistency.
