I'd say your point about leaders rising to fill a void proves my point, as well as yours: was Hitler a leader before he rose and took the reins of power? He had leadership qualities, but was not recognized as such.
I would rephrase my original point by saying we have many with leadership qualities, and they are rising to the top in the present circumstances. Whether you agree with them or not, people like Sidney Powell and Gen. Flynn have leadership qualities and a sizeable following, as does the leader of Proud Boys in OP's post.

The farmers in Belgium, France, Germany and Netherlands are known for driving their tractors halfway across the country to protests. They park in the middle of 6-lane highways and pull the ignition keys. Takes ages to clear them off the road.
