You can buy it through state websites. WI charges based on number of voter registrations you want access to.

That is the max, but you could request say, a number of counties to hit that max...and then purchase a set of different counties to hit that max again. You can purchase based on many different attributes as well, like explained on the website. So he probably split up the purchases.

He purchased the entire state's worth of data--I think some folks had purchased a county or two, he footed the bill for the rest.
