The problem with that statement is you don't know how healthy that person is. I'm disabled/handicapped but you can't tell by looking at me.
Assuming he has the authority, of which I wouldn't know, how does he plan on notifying the citizens? I'm in Kalifornia and nobody has said anything about this to me and I'm sure not going to go by any information from a non-governmental source. There's a lot of misinformation out there.

What's really fucked up is in a local community college I was at in 1992 a required course was one that covered US Constitution and politics and such.
