I work in an inpatient mental health facility that uses injections to therapeutically contain unsafe patients. The person has to be physically held down by three people while two injections are given, and then it usually takes about 3-5 minutes for a person to sleep. These are also patients that have typically already been in the hospital for several hours, so things like meth and alcohol are usually in their system to a lesser degree than they would be on the street.

So if you shoot a running criminal with a tranq, your criminal now has a 3-5 minute window to go on a rampage before he’s out. If your criminal decides to drive, steal a car, or use a stolen police taser, he can still do a lot of harm. Also, if your criminal is allergic to whatever drug you used them you probably killed him when you tranqued him.
