Navy ship, no. However if he is on a navy aircraft, then yes, it would be Navy One. Same principle applies to when you see the Marine One helicopters. Since they are marine owned and he steps on board, the same rule applies.
The Blue and White VC25s (B747) you see as traditional Air Force One you see on TV are stationed here yes. Usually not both at the same time though or for a very short time. One plane will stay at Andrews while the other one flies of for routine maintenance and upgrades at another location, usually about 6 months at a time. The E4-B (B747) are alert aircraft that the president will get on during national emergencies. Any plane he steps on immediately becomes Air Force One.
I can verify this from experience. I was stationed at Andrews (ADW) for five years working in flight operations. The E4 would come in quite often when it was on alert. Its pretty much a flying version of NORAD and when the president steps foot on board, it becomes Air Force One. Think of it as Air Force One on steroids.
It is only considered Air Force One when the president steps foot onboard. I used to work at Andrews AFB and that plane used to come in on alert from time to time.
