The fence with the razor wire is all around the Capitol comlex. There are numerous checkpoints as roadblocks throughout the greater downtown area around the Capitol and the White House where you can't enter unless you live there or have creds for the secure zone.

Secretary Miller stopped briefings b/c the transition team are idiots asking the wrong people for the wrong briefs and at a pace that made regular daily duties impossible.
