I remember standing in line as a kid with my mom for government commodities and we were just unfortunate because my dad got laid off but they also had kids to feed and they did a good job of raising us. They did whatever they could to make sure we got fed and were able to go to school.

He didn’t say the the EAS was shut down by the explosion. He said that, perhaps, a scheduled test was HALTED — i.e., it may have been decided that it’s not the best time to do a test right after such an event.
