Just to get a little more detailed into it for anyone curious: It depends highly on velocity, which is all determined by range, barrel length, and ammo. 5.56 ball only reliably fragments when above 3,000fps.
When you're engaging at 100+ meter ranges that the military often does, you can start to see icepicking as the bullet no longer reliably fragments. So that's where a lot of the hate for it from the military came from (especially with M855 which is a whole nother topic). It also makes it a disadvantageous round for short barreled rifle and pistol builds, as the shorter the barrel is the lower your starting velocity is too. That's why some of the more gucci shooters are starting to prefer big 70+ grain bullets, as though it's too slow to fragment, it does have extremely reliable tumbling backed by a lot of energy. Pretty much sacrificing fragmentation for just a bigger more traditionally deadly bullet.
But it's all a moot point at self-defense ranges like this case though, any 223/556 is going to be highly deadly and have almost guaranteed fragmentation hitting someone practically right out of the barrel like that. Which is why ARs are such great home defense options.

I'd guess one of the popular twitter managing softwares got hacked, nearly all high profile accounts use these for stuff like scheduled tweets and allowing brands to have co-control over accounts. These softwares often have direct control to make posts.
