Actually, even if the building was razed to the ground, there is still a chance of data being recovered. However, blowing up the building AFTER you degauss the hard drives helps cover up the misdeeds. It now depends on what condition the wreckage is in. if all the drive bits are found removed from the systems, you know the cover up. if the mangled bits are physically still in or attached to bits of PC, they may have missed something, or run out of time.
Degaussing drives takes time, or an EMP.
