Years ago I registered to get my ballot in the mail. I always go to my polling place to drop it off personally on election day. I don't think I've ever dropped one in the mail.
First, he isn’t calling people to “vote twice.” His last tweet says:

“Go to your polling place to see if it was counted.” By doing this, they know you voted via mail. If they can’t verify it was counted, you have a legitimate dispute. You vote LEGALLY with a provisional ballot. That ballot gets extra scrutiny as they try to track down your vote. If the mail in vote wasn’t counted, your vote on the provisional ballot is. If they track it down and your vote WAS counted and was different, something illegal happened, and now they know. If they track it down and find your vote and everything checks out, your provisional ballot is discounted. No law broken.

I did find it rather hilarious that they talk about their cellphone data showing that there was, in fact, an actual event with hundreds of thousands of people who attended. Good thing too. They couldn't have obtained such information from other sources.
