Two possibilities.

1. The uncertainty prevents the crazies from using it to claim he's going to forcefully take the election like a dictator.

2. Simply a poor choice of words and bad habit. He's done it before, and I have trouble deciding if it is for a purpose, or just a bad habit. I used to use uncertain words out of habit all the time. It makes you appear weak and lacking in confidence. That is why I doubt this is the reason. I couldn't see someone like POTUS unintentionally displaying signs of weakness.
