Japan was developing their own nuclear bombs in what is now North Korea. The manned Kamikaze rockets were developed to deliver these devices over a carrier fleet and wipe it out in with the resulting shock-wave. It makes more sense than a final goal of a system which traded a one-ton warhead delivery for both an aircraft (and maybe the Betty bomber also) and a pilot.
