You got my upvote for being totally correct but the scary problem here is not the surveillance or making of lists. Over the past few years it's become more obvious that many of the supposed terrorists caught by the FBI are really just psychotic paranoid idiots who have been entrapped by undercover agents. None of them posed any threat, since the plans were handed to them, as well as fake weapons. Any agency immoral enough to do that wouldn't have a problem letting a few real ones pop off.

It sounds like a bad hypothesis. Poor families have lots of kids because kids don't cost anything but extra food for a while, but in a few years can start help feed themselves. Also a big family takes care of you in old age.
In wealthy countries every kid equals tens or of thousands of dollars in extra expense, especially if they go to college. They're dependent on parents for longer. In old age they shove you in a nursing home and don't visit.
