if the government pays this, they should just take all the sock into government hands, and effectively own Boeing.
I'm not a fan of nationalising industries, but this needs to be done, then new management put in place to split Boeing up into manageable divisions, and sold off one by one, hell, do this right and the government could turn a profit on the deal.
